This is sad, I have lived in an area like that. The worst part of it is that anyone who makes a noise or try to challenge them becomes a scapegoat for others to take as a warning.

Till now, the area is in jeopardy but no new person dare to rent a house there unless unaware.

Fixing this problem can come from a revolution by the residents since the government can't do something about it. The revolution is going to be dirty because people’s lives will be in danger.
